On April 9, Hu Yun, the executive deputy commander of the Provincial Flood Control and Drought Relief Headquarters and the director of the Water Resources Department, organized a special analysis meeting of the meteorological, hydrological, and water conservancy departments to discuss the trend of flood control and drought relief in our province this year. The results are as follows:

One, rain. The precipitation in the flood season is generally close to normal, but the spatial distribution is uneven, droughts and floods alternate, the risk of extreme weather events is higher, and the climate year is worse. The rainy season in the northern part of the Western Sichuan Plateau started in early May, which was earlier than usual; the rainy season in the southern part of the Western Sichuan Plateau started in late May, and the rainy season in the Panxi Region started in early June, both later than usual. During the main flood season (June-August), the province's average precipitation is close to the annual average. Among them, the precipitation in Meishan, Leshan, Ya'an, Chengdu, Neijiang, Zigong, Yibin, Ziyang, Luzhou, Aba, Ganzi and other places is 1~ The precipitation in other regions was 10-20% less than that of the same period in normal years.

Second, Xunqing. The upper reaches of the Yalong River, the upper reaches of the Fujiang River, the Qujiang River and some tributaries of the Jinsha River, some tributaries of the upper Qingyi River, some tributaries on the south bank of the Yangtze River, and some tributaries on the left bank of the Jialing River may have moderate to high floods, while other rivers are dominated by moderate floods.

Three, drought. In early summer (May to June), a general summer drought occurred in the northern part of the basin, with moderate intensity in the northwest and middle. In midsummer (July to August), moderate-intensity summer droughts occurred in the northeastern, central, and southern parts of the basin, accompanied by staged high temperature heat waves, and the number of high temperature days was more than normal.

Fourth, flood disaster situation. The province is expected to have moderate to high intensity flood disasters, among which mountain torrents and debris flows are prone to occur in the mountainous areas around the basin, the western Sichuan plateau, and the Panxi region.

Hu Yun emphasized that in response to this year’s flood and drought trends, we must make practical preparations for flood prevention, drought relief, and disaster relief, and vigorously implement various disaster prevention and mitigation arrangements to ensure the safety of people’s lives and property to the greatest extent.
