　　In order to deeply implement the important speeches and instructions of General Secretary Xi Jinping, and in accordance with the decisions and deployments of the national video conference on reservoir safety during flood season and the provincial conference on forest and grassland fire prevention and safety production, the Water Resources Department attaches great importance to and has specially arranged this year's reservoir safety work during the flood season.

　　On April 3, the Water Resources Department held a video conference on reservoir safety during the flood season for the whole province. Hu Yun, the Secretary of the Party Leadership Group and Director of the Department, made a comprehensive deployment for the reservoir safety work during the flood season. Hu Yun first organized the study of General Secretary Xi Jinping's important speeches and instructions, conveyed the spirit of the Ministry of Water Resources, relevant provincial meetings, and the speeches of Minister E Jingping and Secretary Peng Qinghua, emphasizing the need to fully implement the relevant decisions and deployments of the central government and the provincial government, further strengthen leadership, clarify responsibilities, refine measures, and ensure implementation, resolutely winning the tough battle for reservoir safety during the flood season.

　　Hu Yun analyzed the severe situation faced by reservoir safety during the flood season this year, dissecting four "worrying" prominent issues regarding the current state of reservoir safety during the flood season: engineering conditions, safety supervision capabilities, emergency response capabilities, and progress in supervision and rectification. Hu Yun pointed out that reservoir safety during the flood season is the top priority in water conservancy safety production work, the bottom line of flood prevention work, and the biggest risk point in the water conservancy system. All localities and units must earnestly implement General Secretary Xi Jinping's concepts of "two persistences and three transformations" for disaster prevention, reduction, and relief, placing the safety of people's lives as the top priority, strengthening responsibility implementation, hidden danger investigation, forecasting and reporting, scheduling management, and ensuring supervision, strictly controlling flood limit water levels, and effectively implementing various measures for reservoir safety during the flood season. He emphasized the necessity to follow the deployment requirements of the Ministry of Water Resources, grasp key time nodes, ensure that the "three responsible persons" and "three key links" transition from "having names" to "having substance," conduct emergency drills for each reservoir, and provide comprehensive, tiered training to ensure that the responsible persons for each reservoir fulfill their duties effectively, fully safeguarding the safety of people's lives and property.
