2020-04-14

【 Summary 】 On April 9, the Executive Deputy Commander of the Provincial Flood Control

On April 9, Hu Yun, the executive deputy commander of the provincial flood control and drought relief command, and the director of the Water Resources Department, organized a special analysis meeting with meteorological, hydrological, and water resources departments to discuss the flood control and drought relief trends for this year's flood season in our province. The results are as follows:

  1. Rainfall. The overall precipitation during the flood season is close to the annual average, but the spatial distribution is uneven, with alternating drought and flood, and a high risk of extreme weather events, indicating a poor climatic year. The rainy season in the northern part of the western Sichuan plateau begins in early May, which is earlier than usual; the rainy season in the southern part of the western Sichuan plateau starts in late May, and the rainy season in the Panxi region begins in early June, both later than usual. During the main flood season (June to August), the average precipitation in the province is close to the annual average, with Meishan, Leshan, Ya'an, Chengdu, Neijiang, Zigong, Yibin, Ziyang, Luzhou, Aba, and Ganzi experiencing 10-20% more precipitation than the same period in previous years, while other regions see 10-20% less.

  2. Flood situation. Moderate to high floods may occur in the upper reaches of the Yalong River, upper reaches of the Fu River, Qu River, some tributaries of the Jinsha River, some tributaries of the Qingyi River, some tributaries on the south bank of the Yangtze River, and some tributaries on the left bank of the Jialing River, while other rivers will mainly experience moderate floods.

  3. Drought situation. In early summer (May to June), general summer droughts may occur in the northern basin, with moderate intensity in the northwest and central regions. In midsummer (July to August), moderate intensity droughts may occur in the northeastern, central, and southern parts of the basin, accompanied by periodic heat waves, with more high-temperature days than usual.

  4. Flood and waterlogging disasters. It is expected that moderate to high-intensity flood and waterlogging disasters will occur throughout the province, particularly in the mountainous areas around the basin, western Sichuan plateau, and Panxi region, which are prone to mountain floods and mudslides.

Hu Yun emphasized that in response to this year's flood and drought trends, it is essential to prepare effectively for major floods, droughts, and disasters, and to ensure the implementation of various disaster prevention and reduction measures, maximizing the safety of people's lives and property.
